DEOCHA PACHAMI COAL BLOCK: A NEW PROBABILITY OF DEVELOPMENT

INTRODUCTION:

Life has always been an important factor for national governments. Having control over energy structure or energy asset deposits signals power and force. Nevertheless, India has always been reliant on force imports to develop its economy. More than half of all that life consumed at these 28-part states is imported.

Years after independence, West Bengal is depending on the central authorities for assistance at meeting its food needs; the food industry continued stagnant, and this Indian green turn bypassed the state. Nevertheless, there has been a substantial increase in the food industry since the 1980s, and the government today owns a surplus of grains. The government's share of overall business production in India was 9.8 percent in 1980-1981, declining to 5 percent by 1997-1998. In comparison, the service sector has grown at a rate higher than the federal pace. The government's gross fiscal liability stood around 71,918,350 million (the US $ 29 billion) as of 2011.

Coal is the most plentiful petroleum on land. Its dominant function has always been for creating heat life. It was the fundamental energy source that fuelled the Industrial Revolution of the eighteenth and nineteenth centuries, and the business development of this period in exchange supported the large-scale utilization of coal deposits. Since the mid-20th century, coal has generated its home to oil and natural gas as the main force provider of the earth. The production of coal from surface and underground deposits present is a highly profitable, mechanical process.

Coal usage for the energy industry is increasing at an even higher rate since 2000, mainly in Asia and the Pacific area. Coal equals anticipated to keep increasing until mid-century. Deocha Panchami, located in West Bengal’s Birbhum district, has an inferred reserve of two .1 billion tons and is among the most important coal deposits in the world. Three years ago, West Bengal was declared the only allottee of the block by the Centre. In 2017, it became the first state to be awarded the title of ' best mining site in India’. Coal blocks are a major source of income for the state. The government has also been working on a plan to build up its own coal mines in this part of the country. However, there is still much work to be done before these coal blocks can be built. The government has already started building a mine in the area.

The Chief Minister of West Bengal said that it'll pause years for the project to return to fruition and therefore the coal reserves will increase the earnings of West Bengal and also the govt of India. Employment of about one lakh people are going to be generated, she added. She also added that employment for environmental impact assessment and pollution will start within the region after taking people into confidence. The block is going to be the world's second-largest, has an estimated coal reserve of 2.1 billion tones. The West Bengal Power Development Corporation Ltd (WBPDCL) has been allotted the Deocha-Pachami block within the south-western part of Birbhum, and therefore the Dewanganj Harinsingha block within the western fringe of the district.

WBPDCL is one of the most important stakeholders in this project. The project is being funded by the government of India. In addition, the project will also have a significant impact on other projects that are related to coal mining and energy generation.

The coal block’s command area features a population of overflow 10,000, of which over 50% are Adivasis and this reality casts a special responsibility on the Gaonta, added Soren. About 25% of the command area is forest land cover Jethia and Panchami villages under the Bharkata panchayat and Diwanganj and Kenpahari villages under the Hinglo panchayat.

This coal block can bring many employment opportunities in the state as well as in the country. Panchami Coal block can also become a rising sun for women seeking work in this sector. Various businesses will get benefits from this coal block and also the government will be able to provide people with better services. This coal block can also help women in their career development by providing them with better education and job opportunities. It is said that' women are more productive than men’. So, if we look at the situation of women in the industry, they are not only working hard but also have good health and fitness. The government has been trying to make sure that women are not left behind in the industry.

Many schemes are being put in place to encourage women's participation in the industry. These schemes include the national women’s employment scheme, which aims to promote equal pay for all working women. The scheme aims to provide a platform for female workers in industries such as mining and construction. This scheme aims to encourage women in mining and construction to join the industry. It is important to note that the scheme does not aim at encouraging women into the mining industry. Instead, it aims to encourage them into the sector and encourage them to become involved in the industry.

Employment in coal mines is an essential part of the economy. However, it is also a very difficult and expensive business.

Many factors affect the success of a miner, including:

  • lack of education or training;
  • lack of experience with coal mining;
  • lack of knowledge about the industry's history and management techniques;
  • poor communication skills with local communities;
  • lack of confidence in the industry's ability to operate effectively.

The government has been working hard to improve the quality of life for miners by providing incentives and opportunities for them to work in the mines. But despite these efforts, the country still faces serious problems. The main problem is that most of the miners do not have access to electricity, water, or sanitation facilities. The government also does not provide adequate health care services to their workers.

But as more steps are been taken towards Panchami, the probability of development in every aspect will definitely increase for coal mines and as well as for the workers.
