Unified Mobile Application for New-Age Governance

INTRODUCTION –

As our Central Government is focusing more on digitalising India, so for that UMANG is the most valuable step taken by our honourable Prime Minister Mr. Narendra Modi. It is one of the all-in-one combined secured multi-platform file management system. This file management system is build for accessing over 841 assisted by 127 departments of central and state government services in several Indian languages. National e-governance Division (NeGD) is an autonomous business division of digital India Corporation under the Ministry of Electronics and Information Technology (MeitY) for assisting MeitY in program management of NeGP (e-Kranti) and help to keep up Digital India (DI) Programme. This application is going to work over Android, iOS, Windows and there many types of helping hand services just for example Aadhar, Digi Locker, Bharat Bill Payment System, PAN, Employee’s Provident Fund Organisation (EPFO), Pradhan Mantri Kaushal Vikas Yojana (PMKVY), and birth certificate, etc.

This application is made by the NeGD under the Digital India Program. The main point to prove by them is to make a single co-operative site or app where every individual citizens of the nation can access to all the major government services given by the Central Government, States, and as well from their respective agencies from mobile. This UMANG app was dreamed to make 200 government applications with each other and to provide 1500+ high value services. This e-Gov services can taken from any of the channels, like mobile app, IVR, website, etc. this UMANG is one of the main constituent of Digital India government enterprise to call all offline government services available 24/7 online through single app.

Our honourable Prime Minister devoted the UMANG Mobile app to the nations on November 23, 2017. Within a short term of the UMANG app it achieved a lot of success within the nation.

• IDC Digital Transformation Award 2018 in August, under the category Omni-experience Innovator which recognized it as a pioneering enterprise.
• DARPG Gold award 2018-19 for “Excellence in providing Citizen Centric Delivery”.
• The “Best m-Government services” award at the 6^th World Government Summit held at Dubai, UAE, on February 2018.

Overview of the scheme

UMANG (Unified Mobile Application for New-Age Governance) is a great initiative by the National e-Governance Division (NeGD) and by the Ministry of Electronics and Information Technology (MeitY) with the co-operation of the Digital India (DI) Program. This app is a perfect example of a combination of all different apps together in one place for the nation. UMANG is one of the platforms in which we can find all kind of government services on Android, iOS, Windows, and as well as on web. The UMANG app is presently providing different find of services from numerous government divisions from central, state, local, and as well as for corporate to the vast end of the UMANG application users. Every type of facilities are provided to the users like for any type of help or query there has been a Help Desk plotted, this will help all the users to get their answers of their questions. ELIGIBILITY CRITERIA FOR BIDDING –

There are certain criteria which shall be provided by the companies which shall be provided. The criteria are listed below-

• Legal Entity - Company should be integrated in India under the specific Companies Act, 1956 or the company should have registered under the LLP Act, 2008 and succeeding amendments thereto. Company should have registered with the GST Authorities in India with perfect status.

• Resources - The Partner Agency i.e. Vendor 2 should have at least 20 resources with themselves on their earning as to provide on Bid Date.
• Blacklisting – Partner Agency i.e. Vendor 2 should not have been blacklisted from tendering by the government of India and neither of the State Government or any Public Sector Undertaking at the moment of Bid Submission Date.
• Turnover – Net total of 7.5 Crores should have a company during last three financial years (that means Year 2016-17, 2017-18). The company’s net profit should be positive in at least one of the last three Financial Year.
• Experience –There should be some experience with the Partner Agency (Vendor 2) i.e. :

1. One of their application should have 25,000 downloads/installs.
2. Till the date of the Bid Partner Agency should have developed minimum 5 mobile application and should be perfectly deployed on androids and iOS.
3. Latest technologies should be used for mobile application development and should have latest tools and protocols for delivering enhanced UI/UX.

REQUIRED EVIDENCES FOR BIDDING –

There are some evidences according to the eligibility criteria required by the companies to be eligible that are mentioned below-

• Legal Entity- Certificate signed by the approved authorities that is required is Xerox copy of Certificate of Incorporation and a Xerox copy of Registration Certificate with GST.
• Resources- All resources with the partner agency should have a Certificate by the Chartered Accounted.
• Blacklisting- Self- certificate signed by the company’s high authorities and a Letter of Undertaking which should be signed by the company’s authorities.
• Turnover- Partner Agency should provide Audited Balance Sheet of last three years (2016-17, 2017-18, 2018-19) certificate signed by the Chartered Accounted.
• Experience- To show Partner Agencies experience they should provide their Xerox copy of work order and completion certificate from respective clients or they can also provide with their self-certificate of completion by the sign of their Chartered Accountant.
