RTI FILING IN EDUCATIONAL PURPOSES AND COMPETITIVE EXAMINATIONS 

Education and examination are important parts of our lives and sometimes we become worried because we cannot get sufficient information about education or education relevant queries. To solve education-related problems we either cannot connect with the proper authority or cannot get a proper reply. So, we can file RTI for educational purposes to get rid of our anxieties. Thus, RTI helps many students in educational platforms like schools, colleges, or universities. Here we will discuss in which cases in education platform we can file RTI, the conditions, and the procedure of filing RTI for education. The institution may be government or private.

 

IN CASE OF GOVERNMENT INSTITUTION

To get any information about any educational institution under government, anyone can file RTI even one can also file RTI to complain against the institution. For educational purposes schools, colleges, universities are instituted under the government we can file RTI.

 

TO EVALUATE MARKSHEETS OF BOARD EXAMINATIONS

It is the most important part of a student’s life to evaluate the mark sheet if one does not get the expected or satisfying marks. The RTI act gives the chance to the students. Even school students can file RTI for their board examinations. Filing RTI students will get a copy of the answer sheets of particular examinations for re-checking from the concerned authority. The name of the office from which one can seek complete information on school-related queries.

If one has lost the mark sheet he/she can apply RTI to get the certified copies of documents but if it is a private school or college, address it to the board or universities that regulate the private institution.

 

CONDITIONS

  • If the student is below 18 years of age on the date of application, the application should be made by the student’s guardian with the consent of the student.

  • If the student is above 18 years, the student will get the right to file the RTI independently with some relevant documents or get it filed by his/ her guardian.

  • Payment for RTI is mandatory.

  • Fill up the form within the time limit

  • Photocopy, admit card, mark sheet must be attached with the application

  • No third party is allowed in this case

  • The additional fees as Rs.2/- per page with court fees Rs. 10/- will be deposited

  • RTI for Secondary or Higher Secondary examination is to collect the certified copies of written paper not for reevaluation.

  • The application shall be rejected if no court fee is deposited or the full signature of the applicant is not found

  • No court fee is required for the BPL category

  • If the wrong total or unmarked answer is detected then with this photocopy candidate should contact the regional office within 30 days, this will be rectified with no extra charge.

  • A photocopy of the answer script will be given to the candidate.

 

ONLINE PROCEDURE

Ø First, visit the online website of RTI

Ø Then select the public authority (Department of School Education)

Ø Put personal details (Name, gender, address, pin code, educational status, phone number, mail ID, etc.)

Ø Put the request in details

IN CASE OF COLLEGE/ UNIVERSITY EXAMINATIONS

The applicant must mention his/ her name, admission number, mark sheets, and any other relevant documents when the applicant wants to seek information from a college. For seeking answer script if one attaches the college identity card it would help the PIO. An online RTI application is the fastest way to get the required information.

 

SOME INSTRUCTIONS

  • File an RTI with the office of the PIO of the concerned university.

  • If there is no appointed PIO of that university, the applicant should address the registrar of the university.

  • The applicant may ask about the degrees, mark sheets, or any other queries which have been issued by the university.

 

IN CASE OF COMPETITIVE EXAMINATIONS

The RTI act is not applicable in board examinations only but also applicable in competitive examinations. Competitive examinations are the most valuable for one’s career. We may get a scope to solve any school-related problem to communicate with school authority but in the case of competitive examinations, we get harassed to communicate. In any competitive examination like WBCS, UPSC, SSC, etc. students can apply an RTI to check their results. The information for that one can file RTI are-

  • Marks obtained by the applicant

  • Cut-off marks for that examination

  • Certified copy of evaluated answer script

  • Model answer script used to evaluate

  • Guide provided to evaluators

  • Time and place where the inspection of answer scripts was held

  • Number of students who want a re-evaluation

 

REQUIRED DOCUMENTS

  • Postal Order Number

  • Identity Card of the student

  • Admit Card of the student for the Particular exam

  • Mark sheet of that examination

The information for offline examinations for that one can file RTI are-

  • A copy of the OMR sheet

  • The answer key relates to the OMR

  • Cut-off marks for all sections and the marks received in each

  • Cut-off marks for all categories of the examination

 

HOW DOES ONE FILE?

An applicant must file an RTI as usual addressing proper authority with simple, short, to the point subject. Payment for RTI is also important but not for the BPL category. The maximum time limit for getting information is 30 days. If the applicant does not get any reply within 30 days, it means the concerned officer has rejected the application, and then he/ she can again file the RTI and also can complain against the concerned officer. But before complaining the applicant should be confirmed that there is no mistake in writing the application; one mistake can cause rejection of the application.

 

ONLINE PROCEDURE

Ø In online candidates have to select the Department of Personnel and Training as the ministry department

Ø Then the public authority according to the name of examination has to be selected

Ø Then fill-up the form

Ø After submission of the form, the RTI filing receipt should be printed out as a proof

Ø Within 30 days candidates will receive the information about their queries.

 

OFFLINE PROCEDURE

  • In the left corner to address the proper public authority

  • Write about queries with roll number, address, contact no., and mail ID.

  • Complete the letter with name, address, date, and roll no.

  • Write the address of public authority in the upside middle portion and name with address in the downside left portion of the envelope.

  • With the letter, the postal order, and the court fee will be attached.

 

IN CASE OF PRIVATE INSTITUTION

The RTI is not only the Government sector but also the private sectors but indirectly. So, the next question is, how is it possible? Let’s discuss it-

  • As private universities do not fall under the purview of RTI, so students cannot file an RTI directly in private educational institutions.

  • So, students should file indirectly i.e. students should approach the directorate of the education of the state where that university or institute is established.

  • Students should address the Public Information branch of the Directorate of Education of the concerned state where the institution established.

Education is a vital part for everyone and examination is a part of education. RTI is the instrument by which we can solve any education and examination related problems discussed above.
